If the left and right arrow keys seem not to work in Excel, first check whether Scroll Lock is on: in Windows, press the ScrLk key to turn it off, or open the On-Screen Keyboard and click ScrLk. With Scroll Lock enabled, the sheet can scroll while the active cell stays put. If the cell does not move for another reason, press Esc, click a worksheet cell, and test again; Excel may be editing a cell or focused on something other than the grid.
What the arrow keys normally do
In a worksheet, the arrow keys move the active-cell selection one cell at a time. If B4 is active, pressing the right arrow normally selects C4, while pressing the left arrow selects A4. The active cell is the one identified by the selection border; its address appears in the Name Box near the formula bar.
That behavior changes according to Excel’s current mode and focus. The same key can move the insertion point inside a cell, scroll the visible sheet, extend a selection, or move a selected object. So a key that appears broken may actually be responding in a different way. Notice whether the sheet itself moves, whether the cell border changes, or whether a text cursor moves inside a formula or value. That distinction often identifies the cause immediately.
The guidance here is for Excel for Microsoft 365 on Windows. Excel for Mac has similar cell-navigation behavior, but keyboard layouts and function-key shortcuts vary. Excel for the web can also require a click inside the worksheet before it accepts navigation keys.
Check Scroll Lock first
Scroll Lock is the most common explanation when the worksheet moves but the active cell does not. It changes how navigation keys affect the view: the arrow keys scroll the worksheet rather than moving the cell selection. This can look like Excel has stopped selecting cells, although it is still responding to the keyboard.
- Look at Excel’s status bar along the bottom of the window. If it displays Scroll Lock, the setting is on. If the indicator is not visible, right-click the status bar and check whether Scroll Lock is selected in its list of indicators. The available indicators can vary by Excel version.
- Press ScrLk or Scroll Lock on the keyboard, then try the arrows again. On a laptop, the key may share a function with another key and require Fn; check the keyboard’s markings or manufacturer’s instructions rather than assuming one universal combination.
- If there is no dedicated key, search Windows for On-Screen Keyboard, open it, and use its ScrLk key if shown. The exact on-screen layout can vary. In Windows 11, the keyboard is also available under Settings > Accessibility > Keyboard; Windows 10 places it under Settings > Ease of Access > Keyboard.
When Scroll Lock is off, the status indicator may disappear, and pressing an arrow should move the active-cell border again. Scroll Lock is a keyboard state, not a worksheet formula or workbook setting, so closing and reopening a particular workbook may not be the fix.
Exit cell or formula editing mode
If you can see a text cursor in a cell or in the formula bar, Excel is editing content. In that mode, the left and right arrows move the insertion point through the text instead of selecting neighboring cells. For example, while editing a cell containing =SUM(A1:A10), an arrow can move through the formula or change where you are editing it; it will not behave like ordinary cell navigation.
Press Enter to accept the edit, or Esc to cancel it, then press an arrow key. You can also click another cell after finishing the edit. If you started editing by double-clicking a cell, clicking the formula bar, or pressing F2, the arrows may stay in text-editing mode until you commit or cancel.
This is a common source of confusion when typing a formula. Excel may use an arrow press to insert a reference to the cell in that direction, depending on the formula-entry stage, rather than move the selection as expected. Finish entering the formula or cancel it before diagnosing the keyboard.
Make sure Excel has worksheet focus
Keyboard input goes to the control that currently has focus. If you have clicked a ribbon command, opened a menu or dialog, typed into the formula bar, or selected a chart or shape, the arrow keys may not navigate worksheet cells. Press Esc once or twice to close a menu or leave a selection mode, then click an ordinary cell and try again.
In Excel for the web, click a cell in the grid before testing. If the browser’s address bar or another page control has focus, arrow keys may move a text cursor or scroll the page. In desktop Excel, clicking a cell is also a simple way to confirm that the worksheet—not the ribbon, formula bar, or an inserted object—is receiving input.
If the arrow keys move a border around a chart, picture, or shape, that object is selected. Click a cell outside it to return to worksheet navigation. If the arrow keys move the visible worksheet while a cell selection remains unchanged, return to the Scroll Lock check.
Check selection modes and worksheet restrictions
Excel can use keyboard modes that make navigation look different. If the status bar shows Extend Selection or Extend, pressing an arrow may expand the highlighted range instead of replacing the active selection. Press F8 to turn Extend Selection off on a standard Windows keyboard, or press Esc and test again. On some laptops, function keys require holding Fn, and the exact behavior depends on the keyboard’s function-key setting.
Shift plus an arrow intentionally extends a selection, while Ctrl plus an arrow jumps to the edge of a contiguous block of data. These are navigation shortcuts, not evidence that the basic arrow keys have failed. For example, from A2 in a continuous list, Ctrl+right arrow can jump to the last filled cell in that row segment. Press the arrow by itself to move one cell.
A protected worksheet can restrict which cells users can select, depending on how protection was configured. If only certain cells accept selection, ask the workbook owner whether that is intentional. You may still be able to navigate among permitted cells, but the restriction is different from a keyboard fault. Avoid removing protection unless you are authorized and understand the workbook’s purpose.
Test whether the problem is the keyboard or workbook
Try the arrow keys in another application, such as Notepad, and in a new blank Excel workbook. In a blank worksheet, click A1 and press the right arrow; if B1 becomes active, basic navigation works there. These checks help separate a keyboard-wide problem from a workbook-specific setting or an Excel focus issue.
- They fail in other applications too: check the keyboard connection, batteries, wireless receiver, or laptop function-key behavior. Test another keyboard if available. If only the arrow cluster on a numeric keypad fails, check whether that keypad uses a Num Lock mode that changes its keys.
- They work elsewhere but not in one workbook: inspect whether the sheet is protected, a cell is being edited, a dialog is open, or an object is selected. Compare with a new blank workbook before changing workbook settings.
- They work in a blank workbook but fail throughout Excel: close and reopen Excel. If the issue persists, start Excel in Safe Mode to check whether an add-in or startup customization is involved. In Windows, press Windows+R, enter
excel /safe, and press Enter. Safe Mode is a diagnostic step; it does not by itself identify or repair the cause.
If Safe Mode changes the behavior, review Excel add-ins through File > Options > Add-ins. Add-ins can affect Excel, but disable them only as a test and re-enable them as needed. If a keyboard fails across applications, Excel settings are unlikely to be the underlying cause; check Windows keyboard settings or seek help for the device.
Excel for Mac and laptop keyboard differences
On a Mac, the arrow keys should also move the selected cell when the worksheet grid has focus and Excel is not editing a cell. Mac keyboards do not all include a dedicated Scroll Lock key, and there is no single key combination that applies to every Mac keyboard. If the worksheet scrolls without changing the active cell, check the keyboard’s function-key mapping and whether an external keyboard has a Scroll Lock control. Do not assume a Windows Fn combination will work on a Mac.
For a laptop with a compact keyboard, inspect the key legends for a secondary navigation function and consult the computer maker’s instructions for that model. The built-in numeric keypad on some laptops can also share keys with other functions. An external keyboard is a useful comparison: if its arrows navigate normally, the laptop’s keyboard mode or hardware is a more likely cause than the workbook.
On either platform, first click a worksheet cell and press Esc if you may be editing. That basic focus check is more reliable than trying random shortcut combinations.
When to update or repair Excel
If the problem occurs in every workbook, the keyboard works in other programs, and Scroll Lock and focus are not responsible, restart Excel and Windows, then check for Microsoft 365 updates. In Excel for Windows, use File > Account > Update Options > Update Now when that option is available. Managed work or school devices may have updates controlled by an administrator.
Consider an Office repair only after simpler checks. In Windows, repair options are generally available through the installed-app settings for Microsoft 365, but the exact labels depend on the Windows release and installation type. A repair is unlikely to help if the arrow keys fail in every application or if Scroll Lock is on. Save your work before closing Excel or making system changes.
Frequently Asked Questions
Why do the arrow keys scroll the sheet instead of moving cells?
Scroll Lock is probably enabled. Turn it off with the keyboard’s Scroll Lock key or the On-Screen Keyboard in Windows, then check whether the active-cell border moves when you press an arrow.
Why do the left and right arrows move the cursor inside a cell?
Excel is likely editing the cell or formula bar. Press Enter to keep the edit or Esc to cancel it. Once editing ends, the arrows should move the selected cell.
Why do arrow keys work in other apps but not Excel?
Excel may not have worksheet focus, an object may be selected, a selection mode may be active, or a workbook may restrict cell selection. Click a cell, press Esc, and test in a blank workbook to narrow it down.
How do I turn off Scroll Lock without a Scroll Lock key?
On Windows, open the On-Screen Keyboard and click ScrLk if it appears. Some compact keyboards also map the function to an Fn combination; check the keyboard maker’s documentation for the correct key sequence.
Do arrow-key shortcuts differ between Excel for Windows and Mac?
Basic arrow-key movement is similar, but function keys and Scroll Lock availability vary by keyboard and operating system. On a Mac, check the keyboard’s own key mapping rather than applying a Windows shortcut combination.
